			<content:encoded><![CDATA[<p>While North Oak property management is currently practicing recycling at all of the properties which it manages North Oak property management felt that it was a not only a good idea but important to pass along this information to our clients and tenants alike to inform them about this now required practice. North Oak Property management feels this practice is not only good for the environment but also will lower your bottom line expenses by lowering the amount of trash pickups that a property requires (WIN WIN Solution). At the very least a property should hire (and as of July 2012 will be required to) a trash company which sorts the trash at the transfer station. This practice is a great idea for properties who have space limitations and can not fit a recycling bin.  Please click on the link for a copy of the notice which was sent out to Los Angeles, but please keep in mind this is a California bill and not only Los Angeles specific.</p>

<p>The City of Los Angeles is holding a meeting on Monday, February 13th at 9:30 AM at the City of Los Angeles Board of Public Works, City Hall Room 350, 200 N Spring Street, Los Angeles to discuss the possibility of implementing a Franchise requirement for trash haulers in Los Angeles. Essentially this means small trash haulers who keep the larger companies prices competitive will no longer afford to operate as the Franchisee fees will be far to great for a small company. If the Trash Franchising is implemented Landlords, and Tenants will see higher costs, and a lower grade of trash service due to the fact that the trash vendors know you have nowhere else to go for service. Currently North Oak manages properties in several other cities which have a City franchise for trash and North Oak feels that our clients and tenants are always underserved and over charged for the trash in those franchised areas (Simi Valley, Newbury Park, and Inglewood to name a few). But as mentioned above there is no alternative to these vendors the city has forced upon us.</p>

<p>North Oak feels that this issue warrants the awareness of both our tenants and Clients alike. In the end if the price of trash goes up it will be a burden to both sides as rental prices will have to go up to account for the increase in cost. <p><strong>What SB 184 Does</strong></p>
<p>The bill overturns a court case that affirmed California&#8217;s now 16-year-old law, Costa-Hawkins, prohibiting rent control on newly constructed apartment units.  The result would be an insidious new form of rent control &#8211; capping rents on units for as long as 55 years!  The bill&#8217;s author, Senator Mark Leno (D-San Francisco) is attempting to disguise his intent by saying SB 184 simply means the politically popular &#8220;inclusionary zoning&#8221; program can be used for new rental housing.  But, we&#8217;re not fooled &#8211; by any other name rent control is still rent control and, unless SB 184 is defeated, rent control will return to California!!</p>

Please remember these fees are due before February 29, 2012. Please do not miss the due date as the late fees are astronomical.</p>
<p>Landlords, please also do not forget that just because you are not subject to the RSO (Rent Stabilization Ordinance) does not mean you are exempt from the SCEP (Systematic Code enforcement Program) fees. All multi family properties located in the City of Los Angeles are responsible for SCEP fee regardless of RSO affiliation.</p>
<p>Business Licenses: Please do not forget to file your  Business License renewal. Almost all Cities have business licenses and could be due as soon as January 31. 2011 (Burbank, Beverly Hills, and Inglewood). The easiest way to re new your business license for Los Angeles is to file on line at <a href="https://latax.lacity.org/laweb/F-logon.jsp">https://latax.lacity.org/laweb/F-logon.jsp</a>  . Thousand Oaks also offers an online filing version which is very simple to follow.</p>
