There are a couple practices which North Oak Property Management employ in order to keep our vacancies as low as possible. The first is making sure your prices are correct for the market. Times are different now and prospective tenants are savy in what they are  looking for. The following addition simple tips will help you rent units faster.

1.  Create a market survey in order to set your price in line with other properties in your immediate area.

2.  If there are any upgrades you have done to the unit, make sure in your add to list them (if possible). Pictures are a must.

3.  Any improvements (re-landscaping, installing new flooring in the lobby, installing a gym, etc.) you have been putting off at the project should be completed prior to the vacant unit becoming available.

4. Start advertising early. Even if it is not Vacant yet advertising prior to the tenant vacating is a great way to find out if you are high on the market.

5. Have Big signs, banners, whatever you need to catch the prospective tenants attention to what you have to offer (i.e. move in specials, upgraded units, etc.).

North Oak Property Management would like to share a bit of advice to all of our clients and tenants. If you or your tenants experience mildew/mold in the respective unit, the occupant should immediately contact the on-site manager (if applicable) or the property management company. Mildew/mold is usually present in the bathrooms due to a number of situations including but not limited to; poor cleaning practices, poor ventilation, etc. Even with proper ventilation, it is important to clean the entire bathroom often. To stop the growth of mildew/mold, both the property management and the tenant need to act as a team.

North Oak property management is bringing this to your attention due to a situation that occurred in an apartment which we recently took over from another property management firm. They had prior knowledge of a mildew issue for an entire week and yet did nothing to repair it.  Upon North Oak Property Management’s receiving information about the issue that was at hand, we immediately contacted the tenant to schedule the unit for remediation in conjunction with repairing the ventilation issue.

A situation came up with one of our Clients yesterday purchasing a property in what they believed to be South Pasadena. The Client came to North Oak explaining they are going to close escrow and wanted Joel Rodstein’s (North Oak’s Vice President) thoughts on obtainable rents, and his thoughts on the area in general. After pulling a Market Survey for the property it was Clear to Joel that the property was not in South Pasadena as he was told but was actually in the city of Los Angeles and under Los Angeles’s rent stabilization ordinance. Once Joel found this out he checked the LAHD’s  (Los Angeles Housing Department) website and found the property is in the process of a Systematic code Inspection which is scheduled for a final inspection just 12 days away. The Systematic Code Enforcement inspection is a yearly inspection done by Inspectors of the LAHD, in order to ensure habitability of the rental units at properties in Los Angeles city. Once Joel came to the conclusion that the systematic inspection case was still open he immediately called the client back and suggested a course of action that should be taken regarding this matter.

North Oak cannot stress enough how important it is to use LAHD’s website (http://lahd.lacity.org/lahdinternet/) to see any properties status of activities when in the due diligence stage of an acquisition. These Systematic code inspections can be costly and should be figured into the acquisition cost.

Action Alert:
LA City Council to Decide on 50/50 Split of Inspection Fees

As you may know, Los Angeles rental property owners are allowed to pass through 100% of the City of LA’s Systematic Code Enforcement Program (SCEP) Inspection Fees to residents.  The fee is currently $35.52 per unit per year and is proposed to increased to $43.32 per unit per year beginning January 1, 2012.

This Tuesday, October 25th at 10:00 AM at City Hall Room 340, LA City Councilmember Richard Alarcon will propose splitting the SCEP fee 50/50 to both rental housing owners and residents. CAA-LA opposes the 50/50 split of the SCEP fees for the following reasons:

  • Most rental property owners in Los Angeles are small landlords.  The 2009 Economic Roundtable report on the Rent Stabilization Ordinance found that “52 percent of all rental property owners in the City of Los Angeles own 2 to 4 units.”
  • The 2009 Economic Roundtable report did not recommend splitting the SCEP fee between landlord and tenants.
  • Currently, RSO owners are facing increases in water and sewer rates, trash fees, insurance fees and maintenance costs.  Another fee increase will harm owners who are providing affordable housing in Los Angeles.
  • Implementing a split of the SCEP fee only will harm owners who are working to maintain and preserve LA’s housing stock.
